The CM (foot length) is the most reliable basis — it's the actual measurement brands use internally.
Shoe sizes are confusingly different across regions, which is why converting accurately is essential when shopping international brands online. The US and UK both use an inch-based system but offset by about half a size — a US men's 9 is roughly a UK 8.5. Europe uses the Paris Point system (EU sizes), where each size step is 2/3 cm, so a US men's 9 is about EU 42. The most reliable measure is foot length in centimeters, because that's the underlying measurement all systems approximate.
Men's and women's sizing also differ: a women's US size is typically about 1.5 sizes larger in number than the equivalent men's US size (a women's 9.5 ≈ a men's 8). Kids' and youth sizing has its own scale that transitions to adult sizes around US 7 (youth) = US 7 (men's). Because brands and even individual shoe models fit differently, the smartest approach is to measure your foot length in cm, convert from CM here, and then cross-check the specific brand's size guide and customer reviews before buying.
US 9 = UK 8.5 = EU 42 = 27 cm. US 10 = UK 9.5 = EU 43 = 28 cm. US 11 = UK 10.5 = EU 44 = 29 cm.
US 7 = UK 5 = EU 38 = 24 cm. US 8 = UK 6 = EU 39 = 25 cm. US 9 = UK 7 = EU 40 = 26 cm.
Stand on paper, mark heel to longest toe, measure in cm. Add ~0.5–1 cm wiggle room. Measure both feet — use the larger.
Nike, Adidas, and European brands fit differently even at the "same" size. Always check the brand's own chart and reviews.
Shoe sizing has no international standard, and the systems in use measure different things. US and UK sizes derive from the barleycorn, a third of an inch, with the US scale offset from the UK by about one size for men and two for women. European sizes use the Paris point, two thirds of a centimetre, and measure the last rather than the foot. Japanese sizing is the only honest one, quoting foot length in centimetres directly. Because manufacturers vary in fit and last shape by more than a full size, any conversion chart is an approximation.

Assumptions: Approximations only. Variation between manufacturers commonly exceeds a full size, and athletic, dress and boot lasts differ within a single brand. Measure foot length in centimetres and use that as the anchor.
Start from a measured foot length rather than from an existing size.

Measuring the foot is the only reliable starting point, and it should be done late in the day when feet are largest. Allowing about 1 cm of toe room means a 27 cm foot generally wants a 28 cm internal length, which is why some brands size up by default.
